This is a risk, but may not be a block :)

To be honest, only personally, I prefer you to build the community first
before starting to join the incubator, at least have a small user group
before this.
Open source and community development are a long term thing.
In the ASF incubator, you need to follow other ASF requirements, such as
how to talk(in mail list, in English), how to release, license requirement,
incubator report, website, branding issue, paperwork.
My preference comes from the reality for your team, I am afraid all these
together could make you too much pressure.
