I share Ted’s concerns.

It would help if the initial committer list was greater than the bare minimum of three. Three
PPMC members is not enough. There needs to be at least five committers to start.

(Should there be an explicit minimum in the proposal template?)

It’s often the case that some initial committers do not actually transition to the incubating
podling.
