can be made (especially those with multiple external repositories) and all of these fall under
the incubator processes. There is no special form to fill and no vote because the Mentors
are watching the incubating project and checking the CCLA, SGA, and ICLA forms.

+1 to the above.

already at graduation (the date of the board resolution establishing Dubbo) would go through
the IP Clearance process.

I want to be more clear of the word "accepted", I assume it means that
the community has reached consensus or voted to accept the repository
into ASF.

If that is true, all the projects that being transferred[1] have been
discussed and reached consensus both by Dubbo community and IPMC,
before board resolution, so IMO these projects are not needed to go
through IP clearance process.

There is one exception, dubbo-erlang project, which is not listed in
[1]. The community has discussed[2] and reached consensus to transfer
to ASF on the end of April, which is before Dubbo TLP board
resolution. Therefore I think this project is not needed to go through
IP clearance process as well.

Please correct me if I am wrong.

BTW, actually I have carefully checked the SGA/ICLA signing status
before each project transfer, and recorded it on each JIRA ticket, see
[3] as an example. I think it is better to add the JIRA link for each
project that transferred to [1] for the record.
