My model is the "new committer" announcement email that is a tradition in some
Apache communities.  For instance, in the case of Lucene, whenever a new
committer joins the announcement email gets a couple dozen "Congrats, welcome
aboard!" replies from across the community.  I figure that the occasion of a
podling joining the Incubator justifies a similar welcoming party.

In Lucene-land, the welcoming tradition seems to have built on itself over
time, as the number of respondents has increased over the years.  My concern
about an official "welcoming committee" laboring in obscurity is that there is
no positive feedback loop to keep things going or to replenish the ranks when
volunteers inevitably drop away.

Cross-posting to general@incubator addresses that problem, and also provides
an opportunity to publicize the subscription link for the dev list email once
it's actually set up.

OK, I've sent off a mail for Samza.  We're off to a slow start as far as
replies, but perhaps things will pick up in the future. :)  I'll send off
another "welcome" email for Sentry once they start using their dev list.  (It
looks like the list was set up but I don't see anything in the archives at
