Subject [DISCUSS] Moving forward

Hi Folks,

So here's what I personally am going to do to help move forward here
in the Incubator:

1. called VOTE for Jukka Zitting as chair. Seems at least for now, we need
a new chair, and we've discussed it enough, so there you have it.

2. I wrote an Incubator deconstruction proposal here:

I still wholly believe in the proposal and that it should be implemented.
It contains a series of (potentially revertible) steps that in my mind will
remove unnecessary overheads and get us to the philosophy of 
"Incubation yes; Incubator, no". The Incubator was a success, it's 
served its purpose. We should celebrate and move on.

However as you all can probably tell, I've pretty much said all I am
going to say (for now) about this proposal. My thoughts are pretty much
out there (perhaps *too many of those thoughts*, *grin*). 

I leave the proposal as an open recommendation to the current Incubator
PMC and really to the Apache board of what to do to fix the Incubator/Incubation

Finally, I'd urge everyone to remain vigilant about the potential here over the
next 6 months for the Incubator to "look good", but for the problems to remain. 
It's easy to say what we're going to do when the spotlight is on us, but harder 
to effect lasting change. If anyone can help lead us there, Jukka is the guy, 
but my broader concern about simply removing the Incubator and eliminating
its bureaucracy remains.
