Yeah, that's what Marc has done. The subject line for the current  
vote is: [VOTE][THIRD ATTEMPT] publish openjpa 0.9.6-incubating release

Should be clear enough that this is the THIRD, yes, THIRD ATTEMPT.  
Don't know why all the yelling but bygones. ;-)
