Subject [RT] Incubator Reorg

The Incubator has already undergone many changes since it's start.

In extreme summary we have created documents about an initial process, 
decided that multiple Mentors on an incubating project are desired and 
have a sufficient checklist to follow for the process.

Current status is summarized in these documents:

Now on to the new stuff.

The incubator has had to do these things in the same time:

  - accept projects
  - invent itself without enough active helpers
  - resolve the umbrella-PMC problems
  - deal with people that kept asking to nuke it

In any case, it's still here, and some things are done.

Now it's time to go to the next level, and the PPMC is the key, as it 
seems to strike a balance between self-governance and oversight.
