Flume is running on java, so you can run it on Windows. Never done it in production mode,
but use it all the time for testing/developing.

Example of command to run it:
java -cp "c:\apache-flume-\lib\*" -Dlog4j.configuration=file:///c:\apache-flume-\conf\log4j.properties
org.apache.flume.node.Application -f c:\apache-flume-\conf\flume-conf.properties
-n agent
