The JBoss maven repo at <http://repository.jboss.org/maven2/> already
has two versions of this artifact at <http://repository.jboss.org/maven2/javax/el/el-api/

You can declare the extra repository in your settings.xml:

<profiles>
     <profile>
       <id>jboss-repos</id>
       <activation>
         <activeByDefault>true</activeByDefault>
       </activation>
       <repositories>
         <repository>
           <id>jboss</id>
           <name>JBoss Repository</name>
           <url>http://repository.jboss.org/maven2/</url>
           <releases>
             <enabled>true</enabled>
           </releases>
           <snapshots>
             <enabled>false</enabled>
           </snapshots>
         </repository>
       </repositories>
     </profile>
<profiles>
