If you look at the Subversion logs, you will see that the comments are developer comments. While anybody who writes code is a developer, it's unusual to refer to somebody who contributes code to project X without having privileges for project X as a developer of project X. I don't consider myself a member of any development project just by virtue of having a patch accepted.
