As regards 1., you are quite correct.
Windows is case-insenstive as regards to env variables.
This has causes a lot of grief with build files and
some bizarre work-arounds.
I have modded patchEnvoronment to be case-insensitive
for windows os, should be in ant 1.7.

As regards 2., the key includes the '=' character
so the code is correct it will match Path= and not Path_cat=

Thanks for the report and a pointer to the code
in question as it can be very hard to find this!.
