           Summary: TSTAMP ignoring the locale attribute
           Product: Ant
           Version: 1.6.5
          Platform: PC
        OS/Version: Windows Server 2003
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Core tasks
        AssignedTo: dev@ant.apache.org
        ReportedBy: guest.icm-n-pg-nm-sc-b4@icn.siemens.de

On a German Windows, the task
    <tstamp>
        <format property="TODAY" pattern="yyyy-MMM-dd HH:mm" locale="en_US"/>
    </tstamp>
generates TODAY as
"2005-Okt-12 10:21" when it should be
"2005-Oct-12 10:21".

Seems that the locale is not passed to all relevant Java API calls, and thus
the German locale of the VM survives.
