Thanks for the patch.
I think that -nouserlib causes
the same problem on windows.

The reason that this has not caused a problem on unix is that
the -cp param is always passed in and so a new array of
parameters is always created. 

The reason that ant.bat was modified is that there has
been a lot of reports of problems with classpaths on dos:
  - backslashs at the end of the classpath
  - a classpath with double quotes
  - classpath with spaces (usually with double quotes)

these cause problems with ant.bat - the idea of -noclasspath is
that we can tell people to do that and then if that works to
check the classpath.
