I have tracked down the bug to the following statement in my BuildListener:

package com.edb.listener;

import org.apache.tools.ant.BuildEvent;
import org.apache.tools.ant.BuildListener;

public class IsThisABug implements BuildListener
{
    public void buildFinished(BuildEvent arg0)
    {
    }

    public void buildStarted(BuildEvent arg0)
    {
        // This statement seems to prevent Ant from changing basedir
        String directoryName = arg0.getProject().getBaseDir().getName();
    }

    public void messageLogged(BuildEvent arg0)
    {
    }

    public void targetFinished(BuildEvent event)
    {
    }

    public void targetStarted(BuildEvent arg0)
    {
    }

    public void taskFinished(BuildEvent arg0)
    {
    }

    public void taskStarted(BuildEvent arg0)
    {
    }

}
