Perhaps this could be solved by having an attribute
allos or ignoreos or force =yes/no.

A lot of developers working in windows, using ant,
would have cygwin installed so it is necessary.
The current default behaviour should not change as
otherwise a lot of scripts would not break, but having an
attribute would allow the script author to decide the behaviour
