XmlProperty task doesn't resolve system properties

The new XmpProperty task doesn't allow the use of system properties
like ${user.home} and can't be used outside of a target.
It would be great if this new task would behave like the old property
task or if the doc would mention the differences.
Maybe both tasks could be merged into one with an additional 'xmlfile'
attribute?
I looked into the code and the only thing to change is the call of 
'project.replaceProperties()' for every property value as in the
Property class. If you want I can supply a patch.
