No, I mean:
  <condition property="javadoc.breakiterator" value="-breakiterator">
    <or>
        <equals arg1="${ant.java.version}" arg2="1.4"/>
        <equals arg1="${ant.java.version}" arg2="1.5"/>
    </or>
  </condition>
  <property name="javadoc.breakiterator" value=""/>

If javadoc.breakiterator got set by <condition>, then the default-value setting 
of it is a no-op, since <property> won't re-set the value of an already set 
property. If <condition> didn't set it, then the <property> will.
