Wouldn't a backwards-compatible workaround be to not touch $text when it 
matches:

  (!$)$\w+

???

that leaves:

$$foo --> $foo
$foo --> $foo

Certainly nobody actually relies upon this behaviour:
$foo --> foo
because it doesn't do anything useful at all.
