I switched to the cvs.exe from www.cvshome.org/downloads.html as this is easier
to install than cygwin.
I've run this again with -debug and it would appear that the main problem was
caused by an unset property(typo!) being used for the dest attribute therefore
an invalid destination directory.
The default passfile is also a problem but setting a value (forward or back
slashes) seems to solve this.
