+ Recent CVS changes to the jar task have made it always rebuild jar files, even
+ if none of the source has changed.  I suspect this is related to revision 1.19
+ and later where manifest handling was changed; if a manifest is not specified,
+ is it affecting the timestamp comparisons on the other files?
