It hasn't been discussed in public yet, that is why you don't see any
references. 

This has been discussed in depth on the members@apache.org mailing list as
well as the licensing@apache.org mailing list where we came to the agreement
that the license name is: "Apache Software Foundation License" or the
shorter name "ASF License". When the next version of the license comes out,
that will be in the header of it.

For those of you with access to
/home/cvs/foundation/Licenses/ASF-licence-2.0-proto.txt you can see what I'm
talking about. I think the name of the file is also particularly clear as to
what the name of the license is.
