Ordinary users cannot create files in there. It would appear that the /tmp partition (the fancy memory-only thing) is not mounted. Locus rebooted about 90 minutes ago, so is it possible that something was not entered into /etc/fstab properly? Hmm. Yup. /etc/fstab does not have a /tmp entry.
