Subject Can't build JacORB, recursive ant uses wrong classpath

Sorry about posting this to the dev list, but there no user list.
This seems like an ant problem to me.  Any ideas about what is going on?

The error message I get is:
    Executing Target: portableserver
    [error] Unable to initialize threads: cannot find class java/lang/Thread
    [exec] Result: 1

I am using RedHat Linux 6.2
I am trying to compile JacOrb 1.1
JDKs installed: IBM JDK 1.1.8, IBM JDK 1.3 , Sun JDK 1.2.2

I set JAVA_HOME to /opt/IBMJava2-13
I set CLASSPATH to /opt/IBMJava2-13/lib:/opt/IBMJava2-13/lib/tools.jar:/opt/IBMJava2-13/lib/dt.jar:/opt/IBMJava2-13/jre/lib:/opt/IBMJava2-13/jre/lib/rt.jar:.
I set the JAVACMD to
/opt/IBMJava2-13/bin/java -Xbootclasspath:/opt/IBMJava2-13/lib:/opt/IBMJava2-13/lib/tools.jar:/opt/IBMJava2-13/lib/dt.jar:/opt/IBMJava2-13/jre/lib:/opt/IBMJava2-13/jre/lib/rt.jar:.

build.xml is attached
